Garage conversion radiator not working

I have just recently had my garage converted into a room where the builders also took care of installing a radiator. The room is on the ground floor and the radiator piping has been taken from the 1st floor but the radiator does not seem to get hot however the water flows through the radiator. Anyone have any ideas on what the problem is?
