Garage Conversion

Am thinking of having my garage converted to living space but am concerned about the flat roof. Roof joists currently hang down 6 inches but have been informed that to get Buildings Control Certification this does not allow for correct depth of insulation internally and still allow for ventilation. Have been informed that possibly will have to have felt removed from roof insulation added to existing board, externally, then felt relaid.
Anybody come across this before. :confused:

If you've got an existing low floor-ceiling and building control insist on a thickness of insulation that would necessitate raising the roof then I would think under those circumstances you would indeed need to raise the roof. Just because a garage exists does not automatically make it suitable for conversion. Add some more info if you want useful responses.
