Garden Aviary - How to transform

Hello

New here, been browsing for a few days and thought I would post

Recently moved into a new property which has an aviary, the previous owners use to sell birds and I guess they used this for that purpose. The area is not a conservation or listed area.

The size of the aviary seems a bit big for regulations, it sits just inches from the boundary fence, clear plastic roof and pretty much all timber apart from the bottom row of breeze blocks running on 3 sides. Being 6.5 x 3.5 meters dimensions wondering if it would of needed planning permission.

From what they told me, the foundation is 3ft concrete, but I am not entirely sure in what way. Inside floor we have paving slabs, which may of been red at one time, but with the amount of bird droppings on them its hard to tell. Also hard to tell if any hardcore was layed.

Now what I want to do is either rebuild the same size in timber/plywood if I don't need planning permission, if its too big for it being too close to the boundary, I have no problems with it being smaller, albeit I can have two smaller sheds. Main use would be to use it as a Gym and storage.

My question being how do I go about finding what kind of foundation it has and what material was used for the floor? Guessing digging would be required.
