Need some help from the regulars

Fan on above boiler regularly fails due to live terminal shorting (via airborn dust settled on the plastic coil former) to motor frame. Today got a new fan and fitted it. Boiler would not commence ignition sequence as APS was not switching over.

Can anyone suggest what the pressure should be at the APS tubes. Any help would be most welcome as am going back to the boiler tomorrow. Such a simple boiler but driving me nuts. APS metal tubes appear to be clear.
 
I have a smaller one of these that every year requires me blasting the aps tubes with my compressor. Always 'looks' clear though.
