Can someone please explain what this is exactly and what it is when a tightness test is taken above 23mb?

it means the spring in side the gov has been pushed up by the pressure of the mains gas and has locked the gov normally done when doing a tightness test and pushing the control arm to fast

above 23mb is the standing pressure at the meter

when a gas appliance is turned on this is the working pressure
 
Is governer another word for the regulator?

Does it push the spring so it locks open or shut?
