Why can't ground floor WC waste be connected to soil stack?

Building regs (H1) don't allow connections within a certain distance of the invert bend at the foot of a vertical stack, because discharges from above hitting the bend may set up pressure fluctuations which might disturb and dislodge the water seal in the WC (or whatever is connected).
