Grohe Cistern water fill

We have a Grohe built in cistern which creates a sort of overflow when flushed from the pan, this is a combination of the pan design, and the tall groove cistern creating a bigger pressure when flushed.

I want to try and reduce the amount of water in the cistern to see if this helps prevent the water smiling over when flushed.

Is there a way to do this other than putting something in there to take up space?
