half working stopcock

We have a Now half working mains stopcock, used to work fine, until we had a slight leak (round gland nut i think) so called plumber... he came. sorted leak but now when we want to turn off water it only turns off Half way then gets really stif until it wont move anymore and wont shut supply off.. Is there anything we are able to do to help it "move"? can get it to move bit more using grips, but not much more. thanks.

I think that the gland nut on your stoptap has attached itself to the spindle (very common).
You need to unscrew the gland nut fully and work it right back to the stoptap handle, then clean up the spindle with emery paper, then lubricate it with petriolium jelly before tightening the gland nut back up.
N.B. water will leak from the gland whilst you are doing this.
It may well be siezed, but the above is well worth trying.
