What you have here is a resistance boiler!!!!
I replaced a similarly topped up fitting in a school six months back, it was at the top of a stairwell and simply bubbled simmered all day every day (twas a 2D fluorecent so the ballast offered enough resistance to prevent it being a dead short and blowing a fuse!!)
Buy some tropical fish for it and an immersion thermostat!!!
