halstead ACE: very low heating temperature

DHW is fine but temp of heating is way too low. Both feed and return pipes only feel warm. It has been very cold outside (<0) and it seems this problem happens only when its cold outside. When outside temp is above 8 or 9C the heating works fine, rads actually get hot.
The burner is on constantly now. To compund the problem, there is a gas leak in the street which is due to be fixd after xmas. No leak in house. They replaced the regulator on the meter -old one was putting out 19 the new one is 21. They said pressure is high enough not to cause probs,
I was thinking it might be thermistor but why would this only cause prob when v. cold out?
any help/ideas appreciated

Have got the same problem with leaking pin on DHW microswitch as you posted about 2 years ago. Can you tell me where you got the new seals as i can't find them anywhere.
Could your low heating temperature be due to
1. blockage/air lock in feed pipes
2. worn out pump
