Hot water but no central heating Halstead ACE HE 24

The central heating will not fire up on my Halstead ACE HE 24 combi boiler giving the error message Er3. The boiler does fire up on turning on the hot water (and heats up the water) but no C/E. The room thermostat is set to max, but could this still be causing the problem? Desperate for any help or suggestions as temp outside is -10 in sunny Manchester!
