Halstead bolier no pressure

My boiler fires up then cuts out. and then the power light flashes,

the pressure gauge is on 0, i have tryed topping it up, But the pressure gauge doesnt move.

can anyone help

Is this a combi with a filling loop near the boiler?

Yeah the filling tap is just under the boiler

If it has 2 taps are they both being opened?

It looks like there is one tap, under the boiler, its on a flex pipe, with a valve that is black, i opened it, and you can hear the water going in, however the gauge doesnt move.
