Halstead quattro problem

My mother has been without heating for a while or hot water, Her boiler just doesn't want to start even since my brother turned the boiler off by the mains, i switched it back on and its got sort of a gas sound to it flowing through the tubes when hot water tap is running yet no hot water, When i press the ignition lockout reset button, the green light comes on for a brief 3/5 seconds then just shuts off.

Any ideas?

sounds like your brother has turned the gas off when he turned the mains off check the Emergency control valve at the meter if that is on check the appliance isolation valve underneath the boiler
