Reference the Honeywell L641B-1004 Pipe Stat 2-40 degrees C does it switch off between 2 and 40 deg C or does it switch on ?

It's designed to be used on the return pipe in conjunction with a frost thermostat. It operates between 10 and 40 Centigrade. It turns off the boiler as the water temperature rises to the set point.

EITHER!! It's a changeover switch. so it depends what you're doing with it.
