Horizontal cylinder, thermostat not operating.

Wiring up a system with 3 zones 1 for UFH 1 for Traditional rads 1 for HW first 2 work perfectly, Thermostat for HW will not operate when placed in cylinder pocket but clicks on and off when held. Any suggestions as to fault would be appreciated.
 
More info on the thermostat and hot water setup needed please. Pictures would be nice
 
system boiler, unvented cylinder through a 2 port valve controlled via a programmer and non functioning thermostat.
 
stat constantly calls even though HW is raging hot but when i remove the stat it clicks off from the warmth of my hand.
 
at the bottom, my thinking is it isn't getting warm enough to be satisfied but have not idea how to remedy it.
 
Does this stat use a phial that sits into a pocket?
If so the cylinder has been positioned to the wrong orientation or possibly not intended to be installed in a horizontal position.
 
its definitely a horizontal cylinder and has been installed correctly, as per instructions, although i didn't do the plumbing only being a lowly electrician. its a dual stat with an upper limit cut out combined. it has 2 probes out the back that sit inside the cylinder pocket.
 
Have you wired it correctly?
Does it have a satisfied switch on the stat?
Not criticising, just asking.
 
definitely wired correctly, as i said the stat was operating with the heat from my hands.
 
The heat from your hand would not operate any hot water stat. Afaik.
Unless massively out of range.
