Horrible paint on walls - help !!!

Hello,
We have recently removed some very nasty wallpaper from our spare room.
The wallpaper itself was the sort of foam backed stuff that was a nightmare to get off.
Underneath it was this submarine grey coloured paint type stuff.
We didn't realise it was paint at first, until some of it started flaking away.
This stuff is horrible.
Anyway, we sanded the entire room down, to get rid of most of the flaky stuff, and then we decided we would paint over it all.
Well, it now looks just as bad as if we had the nasty wallpaper up.
Where we've painted over bits it looks like the coastline of britain, and it's horrible to look at.
We've tried Polycell Base Coat for Walls, and it's just as bad.
We're running out of ideas now.
someone has suggested lining paper, but I'm quite nervous about papering.
Has anyone got any other ideas ?

really,the only way is to line the walls with at least 1000 grade paper.dead easy to hang.you can cut right into the corners etc and caulk up all the joints.if done correctly,you would never know,and also makes the room feel warmer

Submarines are black.

I agree with bobski though, 1000 grade lining paper should solve your problems. Don't be worried about it, lining paper is the easiest thing to put up. You don't have to pattern match!! It's also cheap so if you make a mistake you're not throwing away loads of money. Give it a go, even on one wall, to see how it comes out.
