Hot water cylinder not hot enough

Were the elements getting the water hotter before the thermostats were replaced? If so, they wouldn't have suddenly had a major build up of limescale.

Immersion thermostats are also not an exact science. The temperature of water in a hot water cylinder could be 20 degrees C or less at the very bottom rising fairly quickly to reach 65 degrees C or more at the top where it feeds the taps. The thermostat will be designed to take this into account to some extent but may vary from cylinder to cylinder you could try turing the thermostats up if you want the water hotter.

Also have you checked that the controls are set to be on long enough to allow time for the elements to heat the water properly? Could the settings have been disturbed during the work.

You could also observe the electricity being consumed by looking at your meter when the normal tariff element is on. If the consumption falls when the temperature reaches what you consider to be the maximum, then that will indicate that the thermostat has switched the element off. (Make sure that you don't operate other appliances during the test)
