Hot water cylinder

Help. Maybe I am panicking. Our hot water cylinder which is in the airing cupboard is always warm to touch even when the water is not on. Also the three silver boxes (valves) are hot to touch and pipes leading to them are warm/hot as well all the time. We only have water on once in the morning and once in evening for a couple of hours each time. This is normal?.

Yes that's because the cylinder is full of hot water even after it's turned off and the heat moves along the pipes. You should lag all the pipes to reduce heat loss as that is costing you money and in this weather you don't want to warm your house more.
