hot water flow

what could be the possible causes for hot water to be flowing at different rates in a ladies toilet?

e.g. there are three sinks in a line, sink 1 has good pressure, sink two has a small trickle of water and sink 3 has very little water at all.

This isn't when they are all on at same time, but does get worse if this happens.

Would it be logical to look at the boiler first or check the taps aren't blocked?

check for isolation valves turned down or dodgy tap washers first.

I'm not sure if there are any isolation valves so I'll start with the washers - and then fit valves if need be!
