Hotpoint Aquarius+ Super Silent WD640G - Dryer Faulty (pics)

The dryer is not working and I'm trying to find a solution. The dryer kicks in as if to start, the barrel turns (but very laxidasical and intermittent like on washing cycle - is this normal? Thought dryers were continuous in their cycle?) but there is no heat at all coming from it plus there is a continuous buzzing noise.

Having researched a little I understand it could be a thermostat:-

1. I understand that is the main thermostat. I've tried bypassing that (I know, I know)but no difference.
2. Bypassed this but through up F13 error code - dryer wouldn't work without it.
3. This bit actually gets hot so heat coming from somewhere.

Running out of ideas, any help appreciated. Thanks.
 
No 1 in pic is a one shot. You can put a pin on the top to reset it. If the fan turns no 3 make sure the fan underneath is not blocked. Drum moves slowly during dry.

Number 1 is a one shot which means it cannot be reset as I understand it? It doesn't have a button in the middle like others I've seen....just a red blob of paint that cannot be pressed.
 
Using a pin pierce the blob of paint and you will hear a click then it's reset
