How closely should I insulate around cables?

Hi- I need to insulate a garage conversion ceiling void with 100mm rockwool as there's a room above.

There's loads of cables running in the voids between joists at different levels etc., so what are the rules for insulating around these? I know they must be avoided to prevent overheating, but should there be say a 100mm gap all round for cooker/2.5/1.5mm cable?

Are the rules the same in a new stud partition wall with 100mm Celotex PIR foil backed board where cables pass through?

Any help gratefully received! Many thanks.

but why can you not give a distance to leave between cable and insulation of a given thickness /u-value ?
