after adding sludge remover to the header tank in an open vent system, how much should i drain off the system in order to pull the sludge remover completely into the system?

a couple of bucketfuls. It will do no harm to remove more - especially if the water that comes out is very dirty. It is better to drain the water before you add the chemical - you don't want to risk it going down the drain a couple of minutes after you added it.

bale out the F&E and sponge it clean to remove all the mud before you start draining - you don't want to wash extra muck into the system.

I am not a pro.
