How much working space needed to build a wall?

Planning a single storey rear extension, semi-detached house, and my neighbour has a conservatory, not going right up to the boundary. If hes quite happy to allow access to his land, whats the closest it is realistic to build to his conservatory? Assume traditional lightweight block construction with render. Flat roof.
