after having my walls skimmed do I need to leave them before painting. I am guessing that I wll need to PVA them first?

You need to wait until it's dry.

What background was skimmed? Fresh boards or existing plasterwork? If existing, are they stud walls (plasterboard) or solid plaster down to the brick?

It should really only take a maximum of three days depending on conditions (temperature, ventilation etc) but wait until the whole lot has dried (gone a light pinky colour), with no dark spots at all. To be safe, wait an extra day and then paint.

DO NOT PVA them first. Water your first coat of emulsion down with water, somewhere between 30% water / 70% paint and 505 of each.

Same as fredflintstone, never PVA a plastered wall before painting... a mist coat, is needed

Same as Dave and Fred..avoid the PVA.. its pointless.
