GE. My soap does not dissolve. Cover open, wet soap. Other post says to check rotation of upper arm. How do I do this?

Turn off the dishwasher.
Open door and set a programme.
Stick some clear plastic over the open front of the dishwasher - use plenty of tape.!
Latch the door interlock with a screw driver so that it is the same state as when the door is closed.
Switch on the DW and watch the arms rotate!
Also make sure that no-one is putting large flat items in front of the soap dispenser.
