Removing the upper washer arm on a maytag diswasher

The upper washer arm on my maytag dishwasher, model # DWu8860aax is not turning when running through the cycle. I can turn it with my finger. There is a build up of lime in the openings on the arm. I opened them up, but it still does not turn on it's own. Is the arm turned by water pressure or is there a gear? I notice the arm is also tilting to one side. I'm thinking there may be a lot of lime build up in the arm. I wanted to take the arm off to inspect, but I'm not sure how to get the arm off. There is a plastic part in the middle of the arm that looks like it is holding the arm on. Does it unscrew? Pop off? I do not want to break anything. Any advise on how to remove the upper washer arm would be helpful.
