How to Open This (old cast iron access point)

It's very old. Cast iron no doubt. Hasn't been opened in at least 30 years, maybe 100 years. Has been overpainted numerous times.

Any advice how to undo those bolts without shearing them??

I would try applying heat with a plumbers blowtorch 1st.

carefully though - there is a rubber gasket under it. Is it a soil pipe full of water ? waiting to shoot out.
