How to stop my bath standpipe from wobbling?

Hello, the standpipe tap to my freestanding bath has been wobbly for a little while now. I've tightened up the screws in the past but they just work themselves loose again.

It doesn't look like the plumber that fitted it used any rawl plugs, is this something that he should have done?

Would it simply be a case of me taking the screws out, getting raw plugs into the ground and then screwing them back in again? I'm a real novice so I'm really not sure how to do this.

How old is it ? Many work loose after constant use and being leaned on and knocked about.
 
Not sure it's ever going to be stable the way it's installed. Looks like those three legs won't be firmly fixed down to the floor when the screws are tightened because there are two different levels. Poss try some new rawl plugs in the holes and packing something under the legs to level the hole.
