How to stop rads coming on!

My house has a large garage that was used as an office by the previous owners and therefore has central heating run to it. It has it's own thermostat but even when I turn this right down the rads still heat up which must be costing me a bomb.
Unfortunately there is only one programmer for the hole house/garage so I can't switch just the garage off from there so how else can I stop the heating coming on when I don't want it to ? Can I just close all the valves right down or will this cause problems with the pump trying to work against a shut system?

Sorry should have also added that the current thermostat is a very basic BossTherm one which doesn't even have numbers on it just a graduated dial, would it help if I swapped this out to something else ?
 
Just shut off garage radiator(s) at their individual valve(s). If shutting off the lock shield valves (the ones you have to take the cap off to turn), count and make a note of the number of 1/8 turns to fully close. Then if you re-instate you can turn them back to their original opening without rebalancing the whole system.

As above. The pump won't be working against a closed system if your house heating is on.
