How to turn off this valve?

Hi,
We have sprung a leak in/around this valve. Can it be shut off with a small spanner? Not seen one like this.... usually see ones that take a screwdriver.

Ok...so if it's leaking we can't turn it off?

It's in a nightmare position behind kitchen cupboards . Currently we have turned all water off but can't continue like that.
 
Look like it's for an outside tap or similar? If you have the mains off then I'd be tempted to cut in a valve below it. Where it is leaking from, presume it's one one of the nuts? May just need a nip up, back the nut off a 1/4 turn then nip it up, that may be enough to stop it.

If you are sure it is off, it might just be water remaining in the pipes, draining down. Try turning cold taps on, to release the water in the pipework.

Follow the pipe from that valve, to see where it goes/what it feeds.
 
If that's outside and you've the weather in the uk thats artic, perhaps it's been damaged by frost. (Why is it leaking now?).
It's uninsulated and exposed.

No point fixing it if you don't cure the problem.

As @Madrab said, a nip up might help but frost damage may have stretched the compression fittings.
