My instinct with this would be to take the frost stat switched live to a new terminal block connected to the pipe stat live, and the pipe stat switched live back to the terminal the original frost stat switched live came from. Is this right?
How would I wire a pipe stat into this central heating system with existing frost stat?

That sounds about right.
The pipe stat and frost stat should be electrically in series, whilst both being in parallel with the room stat.
