Hydrated lime

If i use hydrated lime, cement and building sand in a mortar mix, can i just add the lime in powdered form, or does it have to be soaked in water first. I'm thinking 1:1:5 mix does that sound ok

Just add the powdered lime in the mix with your sand and cement.

And make it 1:2:9 as well. Plenty strong enough for most domestic requirements.
