Ideal radiator boiler / hot water temperatures

hi all I have a valiant eco tec boiler circa 2008

Just moved into the house

What should the hot water temp be? A plumber friend said 50?

And radiator boiler temp be? Same friend said 70?
Cos if 45 like it was when got keys
radiators take longer to heat up.....

for efficiency, the absolute minimum. for quick heat up, increase it. There's no standard it depends on the design of the system relative to the house.
In spring/autumn we use 35-40 but on a cold evening when it's been off all day we might have it on 65 until it gets the chill off.

hot water, the same, lower is better for efficiency. We have it on 38 but if you don't have a dishwasher you'll have to keep messing with it for decent washing up water.

Just experiment and see! There's no real right answer just remember it's a trade off of quick heat vs a bit better efficiency
