Identifying a gas pipe

I have an external 1/2 inch copper pipe going up the wall of my house. It emerges from just above ground level and re-enters at the first floor height. It's probably a water pipe but how can I be sure that's it not an old capped off gas pipe before cutting into it?

more likely to be gas...feeding a fire upstairs ?

water normally is kept inside the house..so it does not freeze
 
If it is sleeved it is much more likely to be gas.

It is not a legal requirement to identify gas pipes in domestic installations, so there will not be anything to look for other than the destination or source of the pipe.
