Immersion heater switch before or after FCU?

he has the problem of local isolation then though as he quite rightly said..
the switch in the airing cupboard is not in his control if he needs to change the element at any point...

so he can put an extra DP switch in if he wants

but not an FCU as it is unsuitable.
