Immersion Heater

When I switch on my Immersion Heater it does not heat the water. The light at the switch is on. It makes a boiling type noise ( Although I suspect it is not loud enough. It is not the sort of thing I would remember.) But it does not get hot. Last night it was enough for a warm shower, but today it is luke warm.
 
Its running at 65. I have since heated the water using the central heating, ( same water tank) and although it gets really hot, it will only come out luke warm. Could it be the Heating element and part of the flow of water( a blockage)
