Insulating integrated garage

Hi all,

I've recently moved into our new place with a nice integrated double garage.

That big ol' door lets a breeze in and the warmness of the house out and there isn't any insulation in the joists to the bedroom above.

The ceiling has a lovely new plasterboard and skimmed ceiling so ripping it down to put celotex in would be painful!

Can cavity wall insulation (the same fluff that looks like a murdered teddy) be shot into the gap?

I'm putting some gu10 down lights in there too- will that pose a fire risk to the fluff??
