Hi, I have an internal soil air admittance valve in my bathroom up stairs and I am thinking of putting a toilet in the utility room will I need to put in another valve.

No, not if you're just connecting to the existing soil stack.

You may need a complete soil vent pipe venting through the roof. A phone call to LABC will confirm or the local Building Control Officer will confirm when you apply for a building warrant.
