Irregular ceiling hole - padding out

Hey guys,
The previous occupants of our house had a rubbish light in one room. Removing it has left a hole around 14cm diameter.

Not wanting to repair the hole and patch it up I purchased a recessed spot, requiring 14cm cut out.

Fitted it today and there's some gaps around it as it seems the hole isn't a perfect circle. What would be the best way to 'pad out' this hole in places to make it a tighter fit? It's almost like you'd want some kind of putty which might stick and go hard. I'm thinking filler won't work as this would only be for sat a few mm difference, as opposed to a cm or a bit more.

The ceiling is quite old, and papered! (but done well and actually looks alright now painted)

Picture attached, basically, it looks naff. Size larger light would need an even bigger hole cut out, which we don't fancy

I don't really get that, it looks like it will need a 14cm hole, but then will accept a 'standard' size spot, like gu10?
