Is 3 bar too high for a combi oil boiler?

One of the things you can easily do yourself is to first identify the boiler PRV (pressure relief valve) and tape a smallish plastic bag around the end of the waste pipe after the boiler is shut down for the night and see does it contain water in the morning before refiring, then see does it subsequently contain any water during the days run.
 
ok, here are some photos. I can see the pipe that says "use a pressure reducing valve", but can't actually see the valve. the blue wras lever on the side is the one that I think the boiler service guy put on there himself. I guess I will keep an eye on the pressure gauge to see how it fluctuates over a few hours or days
