can i change the RCD in my split load board to 100ma and just have 30ma RCD MK masterseal outdoor sockets around the outside of the house for outdoor equipment? (house is fed by a PME connection)

The idea is to stop all 5 ringmains going if someone cuts the floodlight cable outside.

Some people will say thats fine, others will say all sockets that are likely to power equipment outdoors need to be protected by a 30mA RCD, (thats all downstairs sockets).

I would think you were safe to argue that if you had sockets "around the outside of the house", then the ones indoors would not reasonably be expected to supply equipment outdoors any more....
