Is it worth going back to the plaster when possible?

Hi. I have taken the wallpaper off some walls and there's a real mess of paste and various paints now. Washing the paste off is confounded by the paint also becoming liquid and mixing in with everything. If I scrub a bit, I get back to what looks like about a 1mm layer of plaster (a few patches are missing, so I can see a cross section there). Could it be best for me to wash all the paint and paste off together and start again from the plaster? I'm not confident in the current patchy paint layer as an undercoat if it's all mixed in with paste residue...
