Hard to tell just from a photo, only way 100% is to have it tested.

How old is the property? Asbestos has been banned for quite a long time now

Just get a testing kit and find out. Only way to be sure
If it's loose fill then maybe asbestos.
If it's rolled out blanket then probably not.

Can't tell for certain but from the white pipe and the chipboard flooring it looks like reletively recent work was done so I'd like to think those before would have flagged it up before working around it, to be honest it looks like that insulation made from denim

And it has shrunk over time, so has a heat leak all around the edge.
