Noticed that we've been buying a bit more power then usual, went out side to check the box out of curiosity and found this ? Is this a normal connection?
What's that yellow cable and why is it going form our box (on the left) to put neighbours box ?
Should I get an electrician to come check ?

Maybe they’re stealing your electricity and getting theirs for free? As above, definitely get an electrician and maybe see if it can be housed in a lockable cupboard.

The OP seems to be in South Africa. Maybe they wire things up differently over there but even so that all looks a bit mickey mouse to me.

If that was my situation, I'd phone the electricity supply company immediately. Some person has removed meter seals and carried out some illegal cross connecting.

Looks like the yellow wire links the neutral terminals of the two meters but I could be wrong.
