Is this woodchip paper?

I'm moving out of my rental property today and I've always been curious as to what this is. It looks to me like wood chip - is on the bathroom and it's peeling off - has been since the landlord put a new roof on and I assume that it's been getting wet from the other side - though would someone put woodchip in a bathroom ?

I'd been pulling bits off with a spatula as it came off then I've had a sudden worry it could be artex - but that wouldn't come off in peeling paper form would it? There.is some flaking paint (don't think they used bathroom paint) but the textured part definitely seems to be in paper sheets - any thoughts? (Hope pics show up ok).

Looks like a stippled artex type coating on the ceiling, the wall looks like artex over woodchip.

I always thought artex patterns were a bit more 'pronounced'...

Modern artex is quite safe , unless you put it in your toast .
