It rained on my wet gloss paint !!!

With the dismal weather we're having this year it's proving a challenge to repaint my fascias. One day last week I managed to get a coat on and half an hour after I finished we had a heavy downpour. This has made a right mess - paint slumped and wrinkled - and water has got under the surface and made 'water bubbles'. Any suggestions on how to recover this situation?

Scrape back where filled with water and wipe dry with a cloth,then give it a good rub down and start again
Undercoat and gloss

Thanks, Pompey. I had to wait 24hours after scraping because the sandpaper was clogging. After sanding, one undercoat followed by gloss. Not perfect, but can't see from ground level.
