cut it off at the base and wait for it to die.
then pull it off and use a wie brush to get the nasty little hooks ivy has

Ivy is harder to get off when it's dead and dried up. Get it off while it is still growing. Use a blow torch on the bits left behind - sounds drastic but it works - even better for Virginia creeper.
