Joist on quarry tile floor?

I have a quarry tiled floor in my kitchen which is about six inches lower than the room that leads into it. I'd like to raise the floor height so that I don't have to step down and leave a void under it to help route pipes etc etc. Can I fix joists directly to the quarry tiles and then put chipboard flooring on top of this (with a laminate later on)? If so how do I fix the joists to the floor and do I need air circulation etc. The house was built in 1914.

Is the underneath floor screed or wooden floating flooring?

When I done mine I use 3"x2" joists for the correct height using fischer screw into the floor screed. The important thing is you must know if there's no wiring or pipe buried in the floor screed and also not to damage the dpm. I knew all about my floor screed as I built it in the first place!
I don't know the height you need but I have seen people use grillfill instead of ficsher screw to play it safe and not has any problem so far. You may need to pack the joists with thin plastic strip wedge in certain area to prevent rocking movement.
