Kenmore dishwasher keeps flashing clean and will not let me

This sounds like one of those fancy dishwashers with a computer board. If you remove the kick panel at the bottom, you should find an envelope with instructions on troubleshooting this washer. It should give you some diagnostic tests to do too.
