Kitchen overflow washer leak

Perished /mangled Washer appears to be the reason for the leak at my kitchen sink overflow..

Is this size washer easily replaceable via a plumbing shop?

When refitting i plan on splodging a generous amount of silicone between the washer and sink for a leak free finish.

Is this advisable? Would the pro's advise i do some other things?

Not required, it can actually get into and block the overflow. It can also make it difficult to stop the washer from slipping out when tightening. Get the surfaces as clean as possible and just nip up the overflow, don't overtighten it.
 
Thanks lads. Will nip up existing and if that doesn't work, will just replace it as suggested above
